Enhance Old Floor Plan Scans

Need expert to improve readability of old scanned architectural floor plans in a PDF.
Pages 14-46 contain old scanned floor plans from a German legal document. Many small labels and room annotations are difficult to read.

I need a specialist in scanned document restoration / image enhancement, not a designer.

Requirements:

improve readability conservatively
no hallucinated text
no generative AI guessing
preserve original content
enhance labels, small text, contrast, sharpness, alignment
manual local enhancement preferred for difficult areas

Deliverables:

individual improved pages as PNG/TIFF
