Digital Photo Restoration Specialist

I need help restoring an old digital photo. The photo is currently pixelated and requires sharpening and clarity improvement. I have tried using my own programs like topaz to restore it, but these systems do a very poor job on the skydivers face. Ultimately I’d like to blow this photo up and have it printed and framed. So I need a face on the skydiver, but can be from a stock image or something super imposed on there. Attached is my original and one of the topaz “enhancements”

Requirements:
- Experience with photo restoration
- Proficiency in using software like Photoshop or similar
- Attention to detail and ability to enhance pixelated images
