Damaged Photo Restoration Needed

A treasured photo of mine has one half that is blurry and visibly missing key elements, so the first priority is meticulous details restoration. I work best with someone fluent in Photoshop (or comparable tools) who can convincingly rebuild those lost areas from my written description, match them to the intact half, and leave no trace of editing artifacts.
I will send the original file along with a clear, step-by-step description of what should appear in the damaged zone. Turnaround is important to me, yet I do not want speed to compromise natural texture, lighting, or color harmony.
When finished, please provide:
• A high-resolution, fully corrected image ready for print and web (JPG or PNG)
• The editable source file so I can revisit layers if needed
