Convert an .IRG file and combine data with .JPEG to create radiometric file format

We have an issue where a thermal camera produces an IRG file, which contains temperature data, and a "flat" JPEG image. We need to be able to access the temperature data in the IRG file and then merge that data into the JPEG to produce a Radiometric JPEG that matches a certain format we can supply.
