Compress JPEGs into 1 PDF LESS THAN 2 MBA IN SIZE

I have a small batch of JPEG photos—fewer than fifty—that I need combined into one PDF. After they are merged, the final file must be compressed to under 2 MB while still keeping the images looking crisp; high quality is important to me even after the size reduction.

You are free to choose any reliable workflow (Adobe Acrobat, Preview, Ghostscript, or another tool) as long as the end result meets these acceptance checks:
• All images appear in the original order and orientation.
• Overall file size is < 2 MB.
• Visual quality remains sharp with no obvious artifacts when viewed at 100 %.
