Automate converting a tiff file to a pdf file

I have thousands of saved tiff files which are images of delivery receipts. I would like a program built to convert individual tiff file to a pdf file. It should work as follows.

tifftopdf.exe {tifffile name.tff} [output.pdf}

if you would utilize any outside libraries or products, they would have to be royalty free and no watermarks.
