Re-draw a cartoon from a photo, in a vector format

Hello,
I need someone to re-draw a cartoon duck, from the photograph attached.
As you can see the photo is at an angle so the image would also need to be unskewed and returned to it's normal dimensions. It also is missing a small section at the bottom. I would like it to be outlined in black, in the same way the features are on the face.
