Create a vector file from an image that can later have the text edited by me in Adobe Illustrator

I am looking for a freelancer who can create a vector file from a JPEG image that I can later edit in Adobe Illustrator.

Skills and Experience:
- Proficiency in Adobe Illustrator
- Experience in converting raster images to vector files
- Familiarity with the AI (Adobe Illustrator) file format

Requirements:
- The image is in JPEG format.
- The vector file should be optimized for print.
- The desired output format for the vector file is AI (Adobe Illustrator).

Please note that the text in the vector file should be editable by me in Adobe Illustrator.
