Artist for Manga/Character Creation

We need a well rounded artist capable of producing solid art that's in similar fashion to the black and white manga. We require several character designs to be set first but the ground work has also been created. Budget we are working with is $1000 for those who accept the task and are chosen. Details and specifics will be given after the project has been accepted.
