I need a Sci-Fi Horrror artist to create a custom character design

I'm currently writing a book series that mixes sci-fi and horror. I'm looking for an artist to illustrate a custom character design for heavy armored futuristic soldiers based off some free-to-use concept art I've found. I want the concept art to be a baseline or example as to what I'm looking for but the actual finished design to be unique. The image should be attached below.
