Turn a pencil drawing into a digital piece of art

Hello, I am looking to have a pencil drawing digitized into a digital piece of art. The artwork will be in a digital format, though it should still appear like an oil painting. The size of the artwork is flexible, with no specific size initially specified. I would provide you with a photo copy (digital) of the "perspective piece" that was drawn in pencil, and hope you can translate that to a colorized (seeming oil painted) version. I would also ask that you have art skills, because you would be needing to fill in many detailed areas with colors to bring it to life (in essence). We can consult on your choices. I'm not overbearing, and never get lost in details, so you'll have flexibility with no interference.
I'm attaching three photos of the pencil drawing (one full, and one of each half for closer look).
I am hoping to have this project completed within a month, though I remain open to negotiation. My budget is $75-150 depending on quality examples of prior work.
