Make realistic 3D like layered vector images from photographs

I'm looking for a graphic designer who can draw realistic 3D like layered (preferably vector) illustrations from photographs (see exemple attached), I need this level of details, shadows, windows transparency and reflections.

Each job consists of roughly 20 different pictures.
