Concept Art (Fantasy Environment) - (Blender, Illustration ...)

Hello, and thank you for reading this.
I am in desperate need of hiring a good concept artist, one that will help me bring the vision of the fantasy world I created (and still am creating) "to life" - so to speak.
I have commissioned four freelancers by now to help me do that, and while their work has been amazing, they all failed to follow some very strict predefined requirements. Those works ARE amazing, but they are not what I have envisioned, because, as stated, they afforded FAR too much artistic liberty.
Bottom line: I am looking for someone who is good, precise, AND is able, AND willing to follow very clear instructions.
If the "artistic chemistry" will prove to be good, I want to hire one single person to do ALL of my projects, not just one. This means at least 20+ although this number may increase (perhaps even considerably).
PLEASE, clearly (!) attach your portfolio, if you apply as a potential candidate, or at least, provide the link to it.
While I need to point out that some knowledge of Tolkien is more than welcome, this is not necessarily a requirement.
Furthermore, I am attaching a few concepts that should serve as guidelines to give you a clearer picture as to what I am looking for. I respect all styles, but for the project I have in mind, you NEED to be able to achieve at least a somewhat similar style to the attached.
As I understand it (actually, I've dived into this quite a bit), Blender can be an amazing tool when it comes to creating concept art, first and foremost because of the flexibility it offers and because it should require less time for the work to be done (in theory, at least).
IMPORTANT: I do NOT own ANY of the work I am attaching in ANY capacity, and I am posting it here for the reasons mentioned above - ONLY as a reference.
