Character Illustration from Photo

I am looking for a photo restoration / re-illustration expert. Ill give an old photo that is faded/dull. The ideal freelancer will have experience with character design and the ability to reillustrate this character back to life. The illustration must be suitable for printing in a 8ft Length X 5ft Width, and the freelancer should provide both a 300dpi 8ft X 5ft JPEG and the Photoshop or Ilustrator source file that is layered. I will also own the copyright to the work. A few examples are included here for reference. QUALITY IS OF PRIME IMPORTANCE. The quote must be per character.
