Caricatures of Doctors Standing at US Capitol

I'm looking for a talented illustrator to create 39 cartoonish, black and white caricatures from photographs. Cartoons but professional looking. Each caricature will depict a single person standing with hands on hips, with a consistent body type for males and females - only the faces will differ. All caricatures will feature the same backdrop (the US Capitol) and include the text of each person's name and the name of the meeting.
Key requirements:
- All caricatures will need to be depicted wearing doctor's coats.
- Final files to be delivered in JPG and PDF format.
