Restore Downed WordPress Site on IIS

My WordPress site is completely unresponsive after I updated WordPress or plugins. It is hosted on Windows Server 16 with IIS 10. I have a backup of the WordPress site, but the MySQL data files are missing. The site was built using Elementor Pro.
