Fix Exchange 2019 OWA & Shell -- 2

During a Dial-Tone recovery on our on-premise Microsoft Exchange Server 2019 we lost both Outlook Web Access and Exchange Management Shell connectivity. OWA now throws a 503 error at the login screen—so no one can sign in—and the shell refuses to open at all. The last change I made was to the Exchange services themselves while swapping databases for the Dial-Tone procedure; IIS settings were untouched.

I need an experienced Exchange administrator who can quickly trace the root cause, return all core services to a healthy state, and leave OWA as well as the Management Shell fully functional again.

Deliverables for sign-off:
• OWA page loads and accepts logins without 503 errors
• Exchange Management Shell opens locally on the server
• All Exchange 2019 services required for client access and mail flow are running and set to the correct startup type
• A brief summary of the steps you took so I can document the fix for future reference
