Hyperledger Blockchain developer

I am looking for an experience Hyperledger blockchain developer, to develop a solution for us.

Only properly defined proposal, and portfolios will be considered.
This might become a long-term development and maintenance project, if the firs millstones are met in time and on budget.
This solution must be done using Hyperledger Foundation tools.
The following forms part of the first milestone.
• Web UI for Administrators and users, later to be available on Mobile as well for users.
• Database on the back-end and a blockchain network.
• Secure API gateway for data access
• User interface for document storage and access (Document Management System)
• Modular
The basics for the mile stone are as follow:
The solution should allow administrators to create and maintain templates for the documents that is to be created out of the solution. All templates must be able to be maintained via the Web UI.
A user should be able to access a record(s) of data stored in the solution, and from that generate a document with the template and the required data from the record selected.
The Created document must then be electronically signed, and send to a desired location (email) of another user, who will have access only to their relevant data and documentation.
Users must then be able to review the documents, fill in any extra/missing data which might be required, sign electronically, and send back for review.
The document must be saved in the system, and be able to be retrieved at any time.
More detail will be given to the successful freelancer once and if the project is awarded.
