Hyperledger Fabric

Looking to develop very basic Hyperledger Fabric Blockchain for a small Project. The idea is to record unused generated electricity by utility. So, for a start 3 organisation participate in one channel and all three organisation sends data everyday of any unused electricity and add that to blockchain. They should be able to transfer that block/unused electricity to different organisation. And I need it to permissioned blockchain where one entity can enrol members to participate.
