Mini split install

I have a 900 ft² two bedroom one bath apartment that needs to have mini splits installed for heating and cooling. I would provide the mini splits and the electrician I would simply need to have a freelancer be licensed and be able to pull a permit inside the city of Grand Rapids Michigan for the install
