job title annotation

we have about 10 000 different job titles that we need to annotate into 23 different categories:

1) 'Accounting', 'Administrative',
2) 'Arts and Design',
3) 'Business Development',
4) 'Community and Social Services',
5) 'Education',
6) 'Engineering',
7) 'Finance',
8) 'Healthcare Services',
9) 'Human Resources',
10) 'Information Technology',
11) 'Legal',
12) 'Marketing',
13) 'Media and Communication',
14) 'Military and Protective Services',
15) 'Operations',
16) 'Product Management',
17) 'Program and Project Management',
18) 'Purchasing',
19) 'Quality Assurance',
20) 'Real Estate',
21) 'Research',
22) 'Sales',
23) 'Support'

Each title might have more than 1 category. For example title 'Head of sales and marketing' should be annotated as "sales" and also as "marketing" categories. However most of them have just one.
