Retail startup HR review

We are building a specialty foods retail shop in Atlanta, GA. We expect to have approximately 20 employees, almost all hourly (only 2 salary). We will not have benefits. We are looking for a qualified professional to work with us on an as needed basis as we set up to ensure we are compliant with local, state, and federal labor laws. We will need someone to review our employee handbook and to provide us with a list of all forms etc. needed to properly onboard new employees. Once we have hired employees and are operating our needs for HR are unknown but if we find a good consultant we will consider a contract for ongoing services as needed.
