Need HR who can handle our organzation's hiring

I am looking for experienced HR. We are engine oil company and we have offices in punjab, kampala (uganda).
Your job will be to do hiring for our punjab and kampala office.
Some of the positions are like
1) Accountants for patiala office.
2) Chemical engineer, adiministrator for ugandan office

It is long term project. We will only work with individuals.
If you have done international hiring, thats plus. If you have done african hiring, thats very big plus.
We need someone who is enthusiastic.
