Buisness module consultant

I am looking for a business module consultant who specializes in financial planning,budgeting creating SOP .

Specific aspect: Financial planning and budgeting .a complete buisness module creation

I need someone who can create financial plans and budgets from scratch as I currently do not have any in place.

Involvement: I want a mix of both. I would like the consultant to provide guidance and recommendations, but also be involved in implementing the plans.

Ideal skills and experience:
