WebGL content convertion ( Image to WebGL 3D scene )

I'm looking for a design / web developper specialized in WebGL that could take normal 2D png/jpg images and convert it into a 3D WebGL animation / scene, that would be displayed on a physical display linked to a web browser.
I have some png/jpg images example and don't have any specific render/final specifications, the main goal/objective here is to convert a static image as advertising and bring it in 3D with kind of looping animation or movement, to make the content more depth and make it nicer to look at on a physical display.
