We need a similar web application, example (https://html5-chat.com/chat) to be developed.
There are two important features needed to be implemented into this web application that involves AI (Machine Learning).
We have a budget of 800$+ CAD. This can change and it is a flexible budget. Once the initial web application is completed there is an extra budget (500$+ CAD) that will be paid after the AI functionality is implemented.
Technologies used do not have to be HTML5/Javascript. As the developer you can choose what technology is fit to develop this project. The final service will be hosted on a web page. If you can design this app to be hosted on regular shared hosting this would be ideal.
