Need FFMpeg expert for converting Webm video file Mp4 that meets Instagram Mp4 video specs

I have an HTML page that uses a Video element to record a video that is posted to Instagram video feed using the Facebook (Instagram) Graph API. If the video is recorded from a Chrome browser, the video is recorded as a Webm video, which Instagram does NOT support.
So I need to convert the webm video to an mp4 video, using ffmpeg, and the mp4 video specifications need to match these Instagram mp4 requirements:
File type: MP4 or MOV
H.264 codec
AAC audio
3500 kbps bitrate
File size is generally capped at 4GB
Frame rate of 30 fps (frames per second)
Video can be a maximum of 60 seconds
Maximum video width is 1080px wide
Best video height is 920 pixels tall
