Modern Text Notes App on Bubble.io

hello i am looking for a simple modern note taking app that needs to have "block" and 2 key features.
please see attached for one of the features (an inline tab note) and the user can add "tabs" and rename them as much as they want
second key feature is that it needs to have a highlight and hover feature where you can add a "note" to anything that you highlight (not a comment) sort of like how you highlight a pdf document and add a note
also would like to have this in bubble.io
