Knowledge about HTML and Flask to build website

I am looking for an understanding of how to pass value of a selected row attribute (for example, name column) from a table in HTML (rendered using Flask) back to Flask and then on click of the select button render a new HTML page with /<name> that kicks off the functionality in Flask associated with it. I want to keep things in HTML without using JS or Ajax. I will be happy to provide more details. I could have asked this question on stackoverflow but I want to keep more detailed understanding of concept.
