Email Template for Outlook

We need someone who can develope a signature for emails which is really proofed to work with most email clients.
It should be very simple:
3 Columns on top (Text)
3 Columns below (containing graphics) aligned to each column above
Most important is just, that it´s looking the same on most systems:
That means it should work in Outlook 2019, Outlook 365, GMail, IPhone, Android.
Especially the part which makes it acting well on smaller devices like smartphones should be well done.
There are several Email Boilerplates or Email Templates around which may could be used as a solid base.
You should be very familiar with the typical problems that arise when designing emails. For example, you should be familiar with the fact that not every command set of an HTML page is applicable here and that most layouts are created via tables and not via DIVs.
