Customizable Exit-Intent Bar Development

I'm looking for a developer who can create a customizable bar for my desktop and mobile website. This bar should pop up as soon as users try to leave the site.
- Desktop Functionality: The bar should appear when the mouse moves to the search bar.
- Mobile Functionality: The bar should pop up when users scroll up.
This project is intended for a blogger blog, and the bar should be developed using HTML5/HTML or Bootstrap. The functionality of this bar is to replace an external service I am currently using, Hello Bar.
