Create youtube-like app that curates videos from channels.

I'm wanting to create a youtube-like app that essentially only shows or plays videos from youtube channels, or specific videos, that you input. Making this for kids and want to them to only watch video channels or videos that have been screened and approved. Can either be a mobile app, or work on browser. Let me know ways you think this would be possible.
