Build me a plant identification html5 website/application

This is a low-budget 1 1/2 to 5-days project where we are seeking a basic front-end development of plant identification through AI.

Core functions: Users click on a link to enter a web page or enter an app, access the camera, scan the plant, identify the species of the plant through artificial intelligence, and then enter the corresponding Wikipedia website.

And we need your ideas to be connected with cloud technology. We can follow up with further contact.

Two optional features.
1. keep search records and can access the corresponding Wikipedia through the search records
2. Retrieve the phone album for plant identification
