Bootstrap One Page Website with contact form

I am looking to get 1 unique page developed using Bootstrap along with a simple contact form.
Details:
All images should be lazy loaded using best practices.
The contact form should have the ability to receive the contact form on email and also send back a confirmation that the form has been received.
Use google best practices
Use semantic HTML as instructed by myself. (section, aside, article, figure, figcaption, H1, H1 and H3 etc
Fully optimize pages for mobile (responsiveness and speed)
Chrome lighthouse will be used to check for best practices, SEO, and speed along with W3C standard HTML markup check.
