App created and finished

I recently had an App created but wasn’t finished by the freelancer so I’ve decided to move on sadly. Looking to get an ISO and Google play filter App. Basically I want the app to be able to use the phone camera and people can use my filter while recording. I want the app to have an option where they can use a timer during the video recording. I can send a video of the project that wasn’t finish and how i want it to be but i want it to look newer and better. I have a budget of 800 or below. I’m looking for great communication and someone who can complete this project right away
