webapp coder required for quick job

I have a Mobile UI ready, which I want to convert into fully function webapp. It have 2-3 steps only which requirs video recoding on clicking some button and after it record its need to be uploaded. API will be provide or we can discuss on it how can we work around.

It is small task and I want it to be done perfectly without any bugs.
