A simple two page website on Heroku

I have a fairly simple project.
Don't make a placeholder bid. Make your bid as I will select someone within 24 hours of posting the project. I will select some by Friday at noon EST.
1. Take a look at the two jpegs. Those will be the pages for the website. The main page has a bit of animation (small amount). I'll attach the gif so that you can see it.
So the first task will be converting that to html or whatever you think would be best to make the simple (and responsive site).
2. I'll need you to set the files up on Heroku.
