need changes in static html page

We don't want any backend work. need static html for below. There is "manage-comments" div in attached code, we need work inside that div

Current status of comment like - Pending or accepted or rejected
Comment posted date and comment posted time
button like Delete, Approve and reject. Button click will do nothing
