migrate outdated/broken static dart website to angular/dart/flutter web (running in AWS-S3)

Some time ago we build a website in early dart with a sub page working as a web app.
This web app was migrated to its own app and the website only kept it's static content.
Since dart continued developing at some point the changing of the website got impossible.
→ This needs to get fixed.
The static content may stay the same and no editorial or graphic changes are required, simply the technology transfer (if anything arises and may get fixed as well we will find an agreement ;))

Requirements:
* maintainability (mainly editorial changes) → clear structures, few files with configurations
* deployable to an AWS S3 bucket and directly viewable from there (deployment itself may be done by contractor)
