content creating website

i am planing to hire a frelancer who has some experince in web development, i need a content creating website where there should be two pannel one for user another one for admin in which admin can add /delete/update the contents and user can only be able to view the front-end of the website. The website should have a Navbar in which there should be three menu for the first menu e.i programing inside it there would be 3 drop-down menu a. C,b. C++, c Python, for the second menu e.i web-development it will have 3 drop-down a HTML/CSS, b JavaScript, c Front-end Libraries and the third menu would for DSA contents where i can add th questions and answer related to DSA. The monst recent updated content should be visible on the main screen and footer will be common for every page. The project should be deployed also.
