build a website using google sites or any other free website builder

We work with NGOs. We're planning to build a simple website for every idea that we identify to work on. We are looking for a freelancer who is free to take on small jobs. We'll provide the outline of the website we'd like created. We'd like the website built using a free website builder that the freelancer is familiar with so that the framework is built quickly. Each website will have a Twitter or Instagram ac imbedded in the home page as a column. The remaining home page will be dynamic as described below. All the other pages will be static pages. The static pages will contain: Project Mission and Key interventions; History, and Team. We would like the freelancer to then instruct us how to add content, photos, videos with captions to these static pages so that we can keep adding, deleting, editing as required into the future. We would also the freelancer to build a home page in such a manner that the latest content that we add (Text, photos with captions, videos with captions to be added by us) sits at the top, while the earlier content moves down. Anybody wanting to understand its history need only scroll down on the home page. Each website will also have a link to an existing payment gateway which will remain inactive unless activated. We are planning 3 websites using this template to start with. We can only pay Rs 5000 for the first website, and Rs 2500 each for the remaining two or more that will follow.
