build a web page, used car parts for sale, net shop -- 3

i need a web shop page that will have many different users (sellers).
buyers would need to sign an agreement to commit to buy the part they are looking at,
that agreement will be sent to the seller witch will send a invoice to the buyer (invoice is not part of the web page).
when the web page send the agreement to the seller, the part need to be removed from the net shop, and there will be a % fee invoice sent to the seller once a month based on the amount of sales.
If the byer or the seller cansel the deal the seller will have a option to relist the item

functions of the page step by step:
1. user post several pictures of a complete scrap car.
2. user post license plate number / vin number of the scrap car or manually specify what car, brand, engine, gearbox
3. user post km distance the scrap car have travelled
4. user select parts in a list that he want to sell from the scrap car, example: left fender, hood, rear window, gear box.
5. user get average price based on similar parts and km distance travelled registered in the other listings, then user can set his own price for each part.
6. user can upload pictures for each of the parts belonged to the scrap car

7. buyer input his own car license plate number
8. buyer choose what part he is looking for in a list
9. buyer can see pictures of several scrap cars that contain the part he is looking for
10. buyer can see price and picture for the part in interest
11. buyer can select witch part he want to buy
12. buyer will get access to a chat to communicate with the seller, discuss price and shipping, sending pictures both ways
13. buyer sign commit to buy agreement

14. user (seller) get notification and copy of the commit to buy agreement
15. user need to send the buyer a invoice for the part (invoice not included in the web page)
16. user receive money to their bank account and ship the item
17. a % fee is saved in the system on the users account, the fee will be saved for every commit to buy agreement processed
18. every month the net shop will send a invoice to the user to collect the % fee saved during the month, or alternatively the owner of the net shop will get a monthly list containing information about % fee saved on every user, and the owner will send invoice with a external service

Buyer registration confirmed by phone Number Login by phone number or email Buyer can only buy one product in the same category within 24 hours

Seller/users need to be able to create sub users and hand over chats from buyers to other sellers under the same main seller

Administration of the parts for sale, photo saving, adding new parts / cars for sale it all need to be easy quick and phone friendly, I do not like phone versions of web pages, so I want the full page but it all need to be easy to process for a phone browser

Im looking for a clean minimum web page, basically a copy of www.finndel.no
Clean and no un-useful information

the goal here is to make a cheap to use net based solution for user and buyer. the net page also need to be able to be shown in English and Norwegian language
I probably forgot to add something here but it’s a great start

so i need from you: make sure the web page is online and working no rush when developing the web page and good service and understanding

Hopefully you are located in Europe or close, easyer with communication when wee are at the same timeline
im looking for someone with passion and some witch is honest

I pay attention to details so you need to be patient with me. and I’m working at 4 different work places to pay my bills so i do not have too much spare time, so the development might take some time maybe 3 months? that means not continuous work, it means my time to think it true and make changes, so no there is not any fast and easy money for half ass work here
