Work on uncompleted web-application "laravel" - back-end and front-end -- 2

Hello developers,
I need an expert developer who can continue working on a web application that is designed by another programmer who left back to his country for family reasons.
Anyhow the project is quit big, I was following up with the developer and the only thing I can't remember is how to set the prober environment to run the web app, but I believe a good developer will not have an issue with that.
Project details:
1- Web app that serve as a financial indicator and assessment for companies within the SAUDI stock market.
2- Excel files of financial statements to be uploaded. " Excels are 3 templates , banking, insurance , others (unified)
3- analysis will be done for each company " using equations " and will be compared with other companies within the same sector. " so many details in this point to be explained later"
4- there are over 16 sectors.
Now the developer has done most of the job but he was struggling when it comes to different type of excel sheets.
I need to be able to trust you and also see how you are going to run the existing project and then we move to further details.
