Web and app for our service

I need a REST based architecture/ frame work for the development of web and app for the same. I need our website and then we will have a multiple projects like ecommerce option module, sale purchase property module or it will be extended in future. web and app will have all the features like online order/ coupon/inventory/store registration with email, sms, payment gateway support as well.
