Web Application Development

I am looking for a web application with the ability for someone to take a picture, upload a picture, or link to a picture of their motorcycle or car. The web app would identify the primary colors in the picture and recommend gear such as helmets, jackets, etc. that match the primary colors of the motorcycle or car. I also want the person to be able to identify things that are important to them such as safety, price, etc. and the system would only present items that fit within those criteria. I need the web app to be configurable so that I can change the color scheme, font, etc. I would also like the web app to be mobile friendly. All source code should be documented and should be packaged in a way that I can install it on a Wordpress site or a host such as siteground. I need complete instructions for how to install the web application on my website host's servers. I will own all source code.
