Vercel Web App & Chat GPT-3 API

I have a very specific use case. Please, do not send me generic intros on Wordpress.
I need a "web" app made with Vue.js, hosted on Vercel, my own Chat GPT3-3 API key and Google Web Speech API.
I do not need design services.
The use case is as follows:
We have a database of prompts (English questions), based on CEFR language level, grammar point and vocabulary.
We have 500+ specific prompts (instructions) for the GPT-3 API to follow.
1. The user reads the questions, presses the record button and speaks their answer.
2. The voice-to-text API works to give Chat GPT-3 the text.
3. Chat GPT-3 uses our prompts to output a text response.
4. The user records their answer, again.
5. Steps 2. and 3. are repeated.
6. User records final answer.
7. The session (user, questions, first answer, suggestions, second answer) are saved to a database.
I am looking for a proposal with specific steps and deliverables. The developer will use my own Vercel account.
I will only respond to freelancers who have understood the description.
