Upgrade Craft CMS 2.9.2 to 5.x

Job Description:
I need my website updated from Craft CMS 2.9.2 to the latest Craft CMS 5.x version. The site comes in r languages: German, French, English and Spanish. The site includes a Contact Form Plugin that also needs to be migrated and fully functional after the update. The website currently uses Bootstrap version 4.0.0-alpha.3, which can remain as is. Additionally, I require a script to be set up that watches all changes in the LESS files and compiles them into CSS automatically. The entire process should be handled using DDEV for the local development environment to ensure compatibility and ease of deployment.
What You Will Receive:
- A zip file of the current web root
- A copy of the current database
What I Expect:
- The website fully updated to Craft CMS 5.x, with all plugins and custom code properly migrated
- All Craft CMS deprecation errors fixed during the update process
- The updated site set up and running within a DDEV environment
- A script configured to watch and compile LESS files into CSS automatically
- A zip file of the new web root OR access to a Git repository with the updated code
- A copy of the new database, including any necessary migrations
- Documentation on any specific changes made, particularly any modifications needed for the DDEV setup, plugin migration, LESS-to-CSS compilation, or deprecation fixes

- Ensure that all functionalities of the website, especially the Contact Form Plugin, are tested and working correctly after the migration.
