Translate a file into HTML for the purpose of email distribution

I am a consultant in the healthcare industry supporting a number of fortune 500 clients.
I am in need of a programmer to take a draft/proposed email and translate it into an HTML file. The key piece is that this must be email compatible. It is a brief one-page document. If changes are needed to make the design work in email format (as I understand there are limitations), we can adjust this together.
