Subscription-Based Web Developer Needed

As a UX Designer, I'm looking for a developer experienced in the creation of subscription-based websites for selling products or services.
Responsibilities include:
- Giving insights on the project initiation
- Building a website to sell service on a subscription model.
- Integrating Credit Card and PayPal as payment options.
- Storing videos and messages that user uploads
Key User Data Collection:
- Contact information
- Next of kin details
- Recipients list
- Videos and messages
This website would be a digital legacy service, saving videos and messages of users that would like to leave a last message to their loved ones in case of a sudden death. Users would have to give details of next of kin person, and recipients details. The website should be very secure as it would store sensitive data. I would provide full design for this project, but we need a skilled developer that could also give some tips on how this could be implemented the best way possible.
