Salesforce digital experience lightning html component

Hi we need a 3 * 3 html grid creating in for a salesforce lighting digital experience page. We are not using the tile menu element.

Each element of the grid needs to contain 3 editable links and an image. Concept deisgn attached.

We need the lightning compent creating that will work straight away, not just html/
